House Minority Leader John Boehner of Ohio wants the image of a do-nothing-but-spend-money Congress etched into people’s minds about Democrats after this week’s lengthy clash over pork-barrel spending. House Republicans claimed victory in their procedural war against the “secret slush fund” by forcing Democrats to make future floor debates on spending bills more open.
